Decision on the appointment for conducting PPP
The provider of efficiency tests from the European Union Member State must fulfil all prescribed conditions and acquire the decision on the appointment for conducting efficiency tests from the Administration of the Republic of Slovenia for Food Safety, Veterinary Sector and Plant Protection.
The decision is acquired on the basis of an application with evidence on the fulfilment of conditions which is lodged with the Administration of the Republic of Slovenia for Food Safety, Veterinary Sector and Plant Protection.
Efficiency tests are conducted in the areas of the Republic of Slovenia. Therefore, the provider must be from the European Union Member State if he wants to pursue the activity of PPP efficiency tests in the Republic of Slovenia, fulfil the conditions regarding the appropriate facilities, technical equipment and agricultural land in the Republic of Slovenia.

In the Republic of Slovenia, PPP efficiency tests may be conducted by a legal or natural entity registered for pursuing the agricultural or research activity in the field of agriculture.

The contractor of the PPP efficiency tests must employ the staff with education required by the systematisation of the field of pursued work (e.g. in the field of agriculture, mechanical engineering, biology, chemistry). The person responsible to conduct the test and the person for internal quality control of all tasks, who is not also the person responsible for conducting tests, must be determined.

The list of employees and leased labour force with the data on their education and work experience and scheme of responsibility of individual persons for individual tasks (hierarchy).

A person responsible for conducting tests must have suitable education, work experience and is not at the same time a person for internal quality control.
A person responsible for conducting tests takes care of introduction, implementation and supplementing of PPP.
This person must have a good knowledge of EPPO guidelines and take care for the preparation of report on the conducted tests.

A person responsible for the internal quality control must have suitable education and at the same time not a person responsible for conducting tests.
A person is responsible for conducting internal quality control of all tasks related to the implementation of efficiency tests.

The contractor of PPP efficiency tests must have appropriate references in the field of plant health protection and in the field of PPP, such as: preliminary tests, efficiency testing, data on the occurrence or potential occurrence of resistance, impact on the quality and quantity of treated plants or plant products, phytotoxicity of target plants (different varieties) or plant products, monitoring of unwanted or unplanned side effects.
Evidence
Reports on the conducted activities in the field of plant health protection and in the field of PPP for the past five years.

The contractor of PPP efficiency test must have appropriate facilities according to the activity he pursues.

List and description of facilities (offices, PPP storage facilities, storage facilities for crops, storage facilities for machinery, archive, laboratories, greenhouses, etc.)

The contractor of PPP efficiency tests must own or lease the agricultural land. As the evidence, the list of plots is attached to the application where the tests will be carried out with the address/local name, cadastral municipality, lot number, surface and ownership or lease. A certified photocopy of the lease contract is required for the leased plots. The documentation on the leased plots may be subsequently supplemented with new evidence on the lease.

The contractor of PPP efficiency test must have an adequate machinery and equipment, such as the machines for land cultivation, sowing, PPP application, harvesting the crops, equipment for measurement, weighing and analyses, weather stations, driers and other.

The course of all tasks related to the implementation of tests must be written down in the SOP form in accordance with the international standards (e.g. ISO standards). All tasks must be conducted in accordance with the written procedures.

To plan and implement the tests, an organisation for conducting efficiency tests must consistently apply the latest published guidelines of the European and Mediterranean Plant Protection Organisation (EPPO guidelines) which are available at the Administration of the Republic of Slovenia for Food Safety, Veterinary and Plant Protection and stated in the Attachment 1 of the Rules on gaining the certificate of fulfilment of conditions to carry out good experimental practice.
The development of these guidelines must be monitored and the latest published guidelines taken into account in practice.
If an EPPO guideline is not available for an individual experiment, other internationally recognised methods or methods comparable to EPPO guidelines are used.

for the extension of the certificate: a list of all conducted experiments used in the registration procedure for PPP in the last two years.
