Entry in the Driving Schools Register

The following entities can be entered in the Driving Schools Register: sole traders, commercial companies, private and public educational institutions and other legal entities, the police and the military, who fulfil the conditions for the performance of activities of training candidates to be motor vehicle drivers or drivers of a group of vehicles.

The application for entry in the register is lodged at the Slovenian Traffic Safety Agency (STSA).

When the STSA establishes that all conditions are fulfilled, it issues a decision on the registration of a driving school for the purpose of implementing the training of candidates to be motor vehicle drivers for the category of motor vehicles for which the conditions are fulfilled, and such candidates are then entered in the Driving Schools Register.

Conditions

These terms apply to activity Driving school

  • In order to perform an activity, you are obliged to register and select an appropriate status form.

    Driving school activity can be performed by companies and sole traders, public and private education institutions and other legal entities and the police and armed forces.

  • Driving school must have a classroom for training candidates in driving theory, and separate sanitary facilities in the same building.

    • The classroom must be functionally equipped so as to enable the undisturbed training of adults.
    • The classroom must provide at least 1.5 m2 of working area per candidate and at least 3 m2 of working area per driving regulations instructor.
    • The classroom must be equipped with the following learning tools:
      • a visual medium that enables the presentation of the principles and rules of road traffic and operations, as well as the equipment of motor vehicles;
      • a black/white board;
      • professional literature on road traffic.

    Evidence

    Contract of ownership or lease contract for classroom, operating permit for the classroom.

    • A non-traffic area must enable the implementation of driving technique exercises;
    • the entry to the non-traffic area must be regulated to disable uncontrolled entrance to unauthorised persons and vehicles that could hinder the training process.
    • A driving school must equip the non-traffic area with at least 25 cones of appropriate height with regard to the vehicle category for which the driving school performs training.

  • Motor vehicles that are used by candidates in the practical part of the programme must be fitted with alight board on the roof, which states ŠOLA VOŽNJE L (DRIVING SCHOOL L).

    Vehicles without roofs, trailer vehicles and vehicles the construction of which disables visibility of the light board from the rear must be marked with the prescribed L boards during driving.

    Motor vehicles of categories for which driving candidates are trained must be fitted as follows:

    OBLIGATORY EQUIPMENT:

    1. Category AM:

    • two-wheel vehicle - moped;

    2. Category A1:

    • motorcycle without trailer, min. cylinder capacity 120 cc, min. speed 90 km/h;

    3. Category A2:

    • motorcycle without trailer, min. cylinder capacity 400 cc, min. engine power 25 kW;

    4. Category A:

    • motorcycle without trailer, min. cylinder capacity 600 cc, min. engine power 40 kW;

    5. Category B1:

    • four-wheel vehicle, min. speed 60 km/h;

    6. Category B:

    • motor vehicle, min. speed 100 km/h;

    7. Category C1:

    • large goods vehicle with a maximum authorised weight of over 4000 kg and min. 5 m of length, min. speed 80 km/h. Motor vehicles must be fitted with an anti-lock braking system and with the appropriate device for monitoring the work of the driver and a device for monitoring the movement of the vehicle in road traffic (tachograph). The cargo part must be closed (load bin with tilt or wagon) and at least as wide and high as the cab;

    8. C category:

    • large goods vehicle with a maximum authorised weight of over 12,000 kg and min. 8 m of length, min. width 2.4 m. Motor vehicles must be fitted with an anti-lock braking system, min. 8 gears, an appropriate device for monitoring the work of the driver and a device for monitoring the movement of the vehicle in road traffic (tachograph). The cargo part must be closed (load bin with tilt or wagon) and at least as wide and high as the cab. Minimum vehicle weight 10,000 kg, min. speed 80 km/h;

    9. D1 category:

    • bus (excluding vehicles that are by design or purpose of body defined as a city, special bus, coach or fire brigade bus), with max. permissible weight of over 4000 kg, min. speed 80 km/h, min. length 5 m. Motor vehicles must be fitted with an anti-lock braking system and the appropriate device for monitoring the work of the driver and for monitoring the movement of the vehicle in road traffic (tachograph);

    10. Category D:

    • bus (excluding vehicles that by design or purpose of the body are defined as a city, articulated city, special bus, coach or fire brigade bus). Min. length 10 m, min. width 2.4 m, min. speed 80 km/h. Buses must be fitted with an anti-lock braking system and the appropriate device for monitoring the work of the driver and for monitoring the movement of the vehicle in road traffic (tachograph);

    11. Category BE:

    • combination of vehicles consisting of a tractor vehicle in category B and a trailer or semi-trailer where the maximum authorised weight of the trailer is no less than 1000 kg and does not exceed 3500 kg, min. speed 100 km/h and is not included in category B. Trailers must be closed (load bin with tilt or wagon), wide and at least as high as the towing vehicle. The closed part of the trailer cannot be narrower than the towing part if the rear view from the latter is only possible by using exterior rear mirrors. Total weight of the trailer must not be lower than 800 kg;

    12. For the special practical part of the driving examination for the combination of vehicles in category B where the maximum authorised weight is between 3500 and 4250 kg, a non-light trailer must be added to the towing vehicle:

    • combinations of vehicles composed of the appropriate towing vehicle of category B and added non-light trailer. The maximum authorised weight of this combination of vehicles must exceed 3500 kg but may not exceed 4250 kg. If the maximum authorised weight of the towing vehicle or trailer is not specified, the weight of the combination of vehicles must exceed 3500 kg, however, not 4250 kg;

    13. Category CE1:

    • combination of vehicles composed of a large goods vehicle of C1 category, with added trailer with a maximum authorised weight of over 1250 kg. The min. length of this combination of vehicles is 8 m and min. speed is 80 km/h. The cargo part of both vehicles must be closed (load bin with tilt or wagon) and at least as wide and high as the cab of the towing vehicle. The closed part of the trailer cannot be narrower than the towing part, if the rear view from the latter is only possible by using exterior rear mirrors. Total weight of the trailer may not be lower than 800 kg;

    14. Category CE:

    • combination of vehicles including category C large goods vehicle with trailer of min. 7.5 m length, or with a combination of vehicles including a towing vehicle and appropriate semi-trailer. This combination of vehicles has a maximum permissible weight of over 20,000 kg and min. 14 m of length, min. width 2.4 m. This combination of vehicles must be fitted with an anti-lock braking system; the towing vehicle must have min. 8 gears, an appropriate device for monitoring the work of the driver and the device for monitoring the movement of the vehicle in road traffic (tachograph). The cargo part must be closed (load bin with tilt or wagon) and at least as wide and high as the cab, total weight of the combination of vehicles is min. 15000 kg;

    15. D1E category:

    • combination of vehicles including category D1 buses (excluding vehicles that are by design or purpose of car body defined as a city, special bus, coach or fire brigade bus) and trailer with a maximum authorised weight of over 1250 kg. The cargo part of the trailer must be closed and at least 2 m wide and 2 m high. The towing vehicle must have min. 800 kg total weight. Min. speed of this combination of vehicles is 80 km/h;

    16. DE category:

    • combination of vehicles including category D buses (excluding vehicles that are by design or purpose of body defined as city, articulate bus, special bus, coach or fire brigade bus) and trailer with a maximum authorised weight of over 1250 kg. The cargo part must be closed (load bin with tilt or wagon) and at least 2 m wide and 2 m high. The trailer must have min. 800 kg total weight. The towing vehicle must be at least 10 m long, at least 2.4 m wide and fitted with the appropriate device for monitoring the work of the driver and the movement of the vehicle in road traffic (tachograph), as well as with an anti-lock braking system. Min. speed of this combination of vehicles is 80 km/h;

    17. Category F:

    • tractor with tractor trailer with the min. speed 30 km/h. Minimum tractor trailer load is 1/3 of its load capacity.

    ADDITIONAL EQUIPMENT:

    1. AM, A1, A2, A, B1 and F category vehicles:

    • device that enables blue tooth connection for communicating: candidate – driving instructor – candidate;

    2. B category vehicles:

    • additional interior and exterior right rear mirror for driving instructor;
    • additional clutch, brake and gas pedals for the driving instructor.

    3. C1, C1E, C, CE, D1, D1E, D and DE category vehicles:

    • additional exterior rear mirrors for the driving instructor except in vehicles where windows are set in such way that the driving instructor can monitor the traffic situation in blind spots in front and alongside the vehicle and monitor traffic behind the vehicle by using mirrors that are intended for the driver;
    • at least one additional brake pedal for the driving instructor.

    4. Category F vehicles:

    • safety cab;
    • additional seat for the driving instructor;
    • additional exterior rear mirror for the driving instructor;
    • at least one additional brake pedal for the driving instructor.

    Additionally built-in pedals for the driving instructor must be professionally reviewed in accordance with the regulations on engine type approval tests.

    Legal basis

  • At driving schools, candidates for drivers of motor vehicles can be trained only by driving instructors and driving regulations instructors who have a valid driving instructor’s permit or driving regulations instructor’s permit.

    A driving instructor performs the practical part of the training of candidates for motor vehicle drivers.

    A driving instructor can perform training for candidates for those categories of motor vehicles for which the instructor has obtained a permit, or can instruct candidates for drivers of motor vehicles.

    1. F category:

    • driving instructor with a valid permit for a driving instructor for B category motor vehicles and valid driving licence for driving F category motor vehicles;

    2. AM, A1, A2 categories:

    • driving instructor with a valid permit for a driving instructor for A category motor vehicles;

    3. B1 category:

    • driving instructor with a valid permit for a driving instructor for B category motor vehicles;

    4. C1 category:

    • driving instructor with a valid permit for a driving instructor for C category motor vehicles;

    5. C1E category:

    • driving instructor with a valid permit for a driving instructor for CE category motor vehicles;

    6. D1 category:

    • driving instructor with a valid permit for a driving instructor for D category motor vehicles;

    7. D1E category:

    • driving instructor with a valid permit for a driving instructor for DE category motor vehicles

    During the provision of instruction for driving, the driving instructor is responsible for the safety of driving and or any offence committed by the candidate, unless such an act could not be prevented.

     

    Details

  • The theoretical part of training candidates for motor vehicle drivers - which comprises the teaching of regulations in the field of road traffic safety, the basics of motor vehicle equipment, psychology in road traffic and road ethics - can be taught only by driving regulations instructors who have a valid licence for driving regulations instructors.

    The theoretical part of training can be taught by driving instructors who have a valid licence for driving instructors and the level of education acquired within the scope of the first level of a higher education study programme.

  • In order to perform the activities of training candidates, a driving school must have a professional manager who has a valid permit to perform this work.

    A driving school's professional manager is responsible for:

    • managing the performance of activities;
    • internal supplementary provision of information and education, organisation and the concern for professional training;
    • managing registers;
    • notifying the public agency on the time of performance of the theoretical part of training candidates for motor vehicles drivers via a website of the competent ministry;
    • cooperation with examination centres and occasional monitoring of driving tests;
    • advising the candidates for drivers;
    • concern and responsibility for the quality of work;
    • presenting the driving school to the public agency authorities.
