European Professional Card
The European Professional Card is an electronic certificate attesting that a professional complies with all the conditions required for the provision of services on a temporary or occasional basis in the Member States of the European Union, European Economic Area or in the Swiss Confederation or for the recognition of professional qualifications for the pursuit of a regulated profession on a permanent basis in the aforementioned countries.
Compared to the standard procedure for the recognition of professional qualifications, this fully electronic procedure is easier, faster and more transparent. The processing of the application can be monitored online; all uploaded documents can be reused when drawing up a new application for any other EU Member State.
Currently, the European Professional Card can be used by mountain guides.
The procedure to obtain the European Professional Card
Applications for the European Professional Card can be submitted by professionals who acquired their professional qualifications in the Republic of Slovenia or comply with all the conditions for the pursuit of the profession of mountain guide in the Republic of Slovenia.
In order to obtain the European Professional Card, an EU account must be created and the European Commission Authentication Service signed in (https://ec.europa.eu/epc/). For more information about the procedure for obtaining the European Professional Card, visit Your Europe European Union.

The procedure for issuing the card for the temporary or occasional provision of services:
The card for the provision of occasional or temporary services in another host Contracting State is issued by the Ministry of Economic Development and Technology no later than 15 business days of receipt of the complete application. The card is sent to the applicant; the competent authority in the host Contracting State in which the services will be provided is informed accordingly.
The card is valid for 18 months from the date of issue and can be renewed after the expiry of this period for a further 18 months. Card holders must report any changes in circumstances that affect their right to provide services.
Procedure for the issuing of the card for the pursuit of a profession on a permanent basis or the provision of services involving risk in the host Contracting State
After an application for the issuing of the card for the pursuit of a profession on a permanent basis or the provision of services involving risk in the host Contracting State is filed, the Ministry of Economic Development and Technology checks the supporting documents and forwards the application to the competent authority in the host Contracting State no later than one month after receiving the application.
The competent authority in the host Contracting State must process the application and make a decision on issuing the European Professional Card no later than in three months.
If the competent authority in the host State establishes that your education, qualifications and professional experience fail to meet the standards applicable in the host State, you may be required to undergo the aptitude test or an adaptation period.
The competent authority in the host Contracting State may request from the Contracting State of origin to send additional information or submit a certified copy of evidence. If the competent authority in the host Contracting State does not receive the data or evidence requested, it may refuse to issue the card.
Decisions by the Member State of origin and the host Member State are subject to appeal in accordance with the national law of the Member State concerned.
The card applicant may initiate an administrative dispute against the decision on card refusal taken by the competent authority in Slovenia.
If the competent authority fails to decide on the issuing of the card within the deadlines prescribed or fails to organise an aptitude test, the card is issued and automatically sent to the card applicant via the electronic system.
Procedure costs:
The competent authorities in the Republic of Slovenia and in the host State may charge you a fee for each new application. In such case each authority will send you an invoice.

Renewal term
There is no appeal against a decision issued by the competent ministry, though an administrative dispute may be initiated. An administrative dispute is commenced by an action
to be lodged directly with the Administrative Court of the Republic of Slovenia, Fajfarjeva 33, 1000 Ljubljana, during office hours or in due time by registered mail. If sent by registered mail, the date of posting is considered the date of delivery to the court. Two copies of the administrative act challenged and two copies of the action – either as transcription or copy – are to be enclosed.
The time limit to bring the action is 30 days from the service of the decision that concluded the procedure.
Pursuant to the Courts Fees Act (Official Gazette of the Republic of Slovenia [Uradni list RS], Nos 37/08, 97/10, 63/13, 58/14 – Constitutional Court Decision, 19/15 – Constitutional Court Decision, 30/16, 10/17 – ZPP-E, 11/18 – ZIZ-L and 35/18 – Constitutional Court Decision), a court fee under Heading No. 6111 in the amount of EUR 148 is to be paid when the action is brought. The court fee payment is to be made to bank account No. 01100-8450088976.
