Licence to carry out foreign exchange transactions

To carry out foreign exchange transactions, a licence (except banks) must be acquired from the Bank of Slovenia.

To acquire the licence, the documentation and evidence of fulfilment of the conditions must be submitted, and a fee for decision-making on the request must be paid. A special application to acquire the licence is not prescribed. Applicants merely address the written request to the Bank of Slovenia and attach the required evidence.

In addition to the licence, the Bank of Slovenia also issues a label for the foreign exchange office. Following the reception of the label, the foreign exchange office may commence its operations. The label must be placed on a visible spot.

  • Foreign exchange office must have suitable premises to uninterruptedly carry out foreign exchange transactions. It must have a cash register and a safe for the safekeeping of cash.

    An exchange rate list and a notification of all potential compensations or costs charged to customers must be placed on a visible spot.

    The suitability of business premises is assessed by the competent authority on the spot.

    Evidence

    The contract of sale or lease or any other documentation which shows the ownership of business premises.

    Legal basis

  • Suitable computer equipment must be provided to carry out foreign exchange transactions. Such equipment includes a computer, a printer and software, which facilitate the issue of certificates and the keeping of a cash book.

    If computer support fails, the operation of computer equipment must be restored within 48 hours of the failure.

    Evidence

    Inspection of computer technology by the competent authority on the spot.

    Legal basis

  • An expert worker who carries out foreign exchange transactions is a natural person responsible for uninterrupted foreign exchange transactions at foreign exchange offices.

    Their responsibilities are to carry out foreign exchange transactions such as purchase and sale of cash in foreign currency, verify the authenticity and suitability of cash, and implement suitable security measures.

    During business hours, at least one person who has passed the knowledge test within the training programme verified by the Bank of Slovenia must be present.
