Permit for wholesale in pyrotechnic products
A legal entity or an entrepreneur can start a wholesale trade in pyrotechnic products after obtaining a permit from the Ministry of the Interior.
If the permit holder changes its activity, the premises where it performs its activity or its legal status, it must obtain a new permit.
The permit holder must notify the Ministry of the Interior in writing within eight days of any change in legal status, change of the responsible person or cessation of the performance of the activity.
Permit may be revoked if the legal entity or entrepreneur:
- no longer meets the conditions prescribed by law;
- ceases to perform the activity.
Within eight days after the decision on permit revocation becomes final, the legal entity or entrepreneur must hand over to the Ministry all the records that it is required to keep.

In order to perform the activity, you are obliged to register and select the appropriate status form.

A responsible person for work in a shop with pyrotechnic products is a person with suitable professional training. Individuals who perform individual work with explosives or pyrotechnic products for a legal entity or entrepreneur must meet the following conditions:
- at least 18 years of age
- no public order concerns and
- professional competence

Facilities for the production, sale and storage of pyrotechnic products must be built and equipped in such a way that fire protection, protection of life and health of people and of property, and environmental protection are ensured. Production, sale and storage facilities must be secured against access by unauthorised persons.
A storage facility for pyrotechnic products intended for wholesale trade is a hazardous facility. A hazardous facility must be secured by a fence at least 2.20 m high. The fence around a hazardous facility must be placed at a distance of at least 10 m from the facility.
Outside of work hours, the storage facility must be mechanically and electronically protected and additionally secured by a video surveillance system. In the case of electronic protection against burglary, the signal must be linked to the intervention centre of the company that performs the security service.
Mechanical protection of the facility means that all windows are secured with metal gratings or metal shutters or have metal frames and safety glazing. Doors must be solid (wood, metal etc.) without glass openings, with a multi-point locking mechanism, and in case of single-point locking they must be additionally secured by a bar.
Electronic protection of the facility is a security system with a security alarm control panel, various types of electronic detectors and sound and light alarms, as well as the capability for the transmission of the alarm signal to the intervention point.
A video surveillance system is the visual observation and control of a room or area with a video camera and the lawful storage of recordings.
