Public authorisation for performing inspections of devices for the application of plant protection products (PPP)
The providers of inspections of devices for the application of PPP are selected on a public tender implemented by the competent authority.
A provider must permanently employ a device inspector, must not pursue the activities that are in conflict of interest, provide appropriate facility and technical equipment and inspection equipment.
The selected providers receive a public authorisation for the period of five years. Mutual rights and obligations are stipulated by the competent authority and the provider with an agreement.
The competent authority enters authorised providers of device inspections on the list accessible on the website of the competent authority. The list states the number and date of the decision on the authorisation and the company and head office or personal name and address for a sole trader.

An inspector of devices carries out inspections of devices for the application of plant protection products (PPP) and issues certificates on the proper operation of devices and confirmation signs on the regular inspection.
An inspector of devices for the application of PPP must fulfil prescribed conditions regarding the education and work experience.

The inspections of devices may be implemented in a special facility, named the testing facility or on-site. The testing facility must be physically separated from other premises as to prevent the impacts of the emissions of noise, gas and other hazardous substances and moisture. The testing facility must comply with the following conditions:
it must provide the installation of a device to a testing location, unhindered movement of the contractors of device inspection and installation of testing equipment. The facility must have natural or mechanical ventilation so to provide the ventilation of exhaust emissions, it must be of a suitable size to provide the collection of fluid pouring out during the inspection, must be without free outlets or direct connection to the external sewage system. All outlets must be directed to the common collecting container or into a closed collecting system for the spillage.
The Administration of the Republic of Slovenia for Food Safety, Veterinary Sector and Plant Protection provides the inspector of devices an information environment for keeping records, issuing of certificate on the proper device operation and publishing of inspections. The inspector of devices must be provided with suitable technical equipment to access this environment:
a computer with Microsoft Windows XP operating system or higher, internet connection of at least 384 Kbps or higher and a printer; the equipment must provide printing of certificates on the proper device operation and record-keeping.
To inspect devices on-site, the following conditions must be fulfilled:
the facilities must be provided for the implementation of administrative and technical tasks (it may also be an appropriately equipped vehicle), the inspection surface must be flat and free; the collection and return of the fluid in the container of devices must provided during the inspection; in case of unfavourable weather conditions (wind ≥5m/s, rain, snow), the appropriate mechanical protection must be provided against the wind, rain and snow; the on-site inspection must be conducted at the locations without any danger of polluting water sources.
The inspector must have the consent of the owner or operator to apply the facilities of on-site surfaces.

Persons who conduct the inspection of devices must have appropriate personal protective equipment pursuant to the regulations on the safety and health at work, which is provided by the contractor of the inspections of devices. The inspector must have the following equipment for the regular inspection of the sprinkler systems:
devices for measuring cross-surface spray broth, testing tables which have to provide measurements in the whole area of spraying jets, measuring device of volume flows, equipment for testing manometres and measuring containers, calculator, the engine speed gauge, stopwatch, measuring tape, key for adjusting the angle of sprinkle turn, water container from reservoirs, lap-top
The inspector must have and use the following equipment for the regular inspections of sprinklers:
measuring device of volume flows, equipment for testing manometres and measuring containers, calculator, the engine speed gauge, stopwatch, measuring tape, water container from reservoirs, lap-top, testing device for measuring the flow of individual nozzles; the inspector may also use a vertical testing table to measure the uniform vertical arrangement; anemometer
The inspector must have and use the following equipment for regular inspection of the integrated sprayers and automated devices:
measuring device of volume flows, equipment for manometer testing, measuring containers, calculator, engine speed gauge, stopwatch, measuring tape, container of water from reservoirs, lap-top, testing device for measuring of the flow from individual nozzles; testing tables are used for measuring cross-distribution which must provide measurement in the whole field of spray jets; vertical testing table is used to measure uniform vertical distribution.
