The licence of the Complementary and Alternative Medicine Chamber/Ministry of Health

The licence for complementary and alternative medicine can be performed based on the permit awarded by the Complementary and Alternative Medicine Chamber. Until the establishment of the Complementary and Alternative Medicine Chamber, the licences are awarded by the Ministry of Health.

For acquiring the permit, the service providers must fulfil the minimum technical requirements, sanitary health conditions and have appropriate equipment, tools and staff.

The Complementary and Alternative Medicine Chamber and the Ministry of Health will withdraw the licence for the performance of complementary and alternative medicine:

  •  if the provider of the complementary and alternative medicine services doesn’t fulfil spatial and staff conditions;
  • if the permit was acquired by providing false data;
  • if the provider of complementary and alternative medicine services doesn’t eliminate deficiencies found during an expert inspection following the proposal of a competent inspector.

Conditions

These terms apply to activity Complementary and alternative medicine

  • A sign has to be displayed on the facility where premises for performing activities of complementary and alternative medicine are located indicating the name of the company and the activity of complementary and alternative medicine. As per its content, appearance, size or form, the sign must not be of an advertising nature.

    The premises where activities of complementary and alternative medicine are performed must not be used for residential needs or other purposes and must be separated from residential premises. The personal name of the complementary and alternative medicine practitioner, the activity of complementary and alternative medicine being performed and a price list of complementary and alternative medical services must be displayed in a visible place inside the premises.

    In addition to the premises in which the activity of complementary and alternative medicine is performed, the company must provide the following auxiliary premises or equipment:

    • for storing complementary and alternative medicinal products and devices;
    • for the disposal, cleaning, disinfection or sterilisation of equipment and accessories;
    • a waiting room;
    • a sanitary facility;
    • cubicles or a room for changing clothes and lockers for storing clothes for activities of complementary and alternative medicine where users have to undress or change their clothes.

    The size, arrangement, implementation and equipment of premises where the activity of complementary and alternative medicine is being performed must:

    • enable an efficient natural or a forced ventilation system and suitable lighting as per the size of the room in which the activity of complementary and alternative medicine is performed or its intended use;
    • enable efficient cleaning, disinfection and prevention of crossing clean and unclean areas as per the activity of complementary and alternative medicine performed there.

    The sanitary facility must be equipped with a washbasin with hot and cold water, liquid soap and single-use towels or a hand dryer. Clients may use the same sanitary facilities as the staff.

    For the implementation of complementary and alternative medicine services, the provider must ensure a hot and cold drinking water supply. In activities of complementary and alternative medicine in which baths are used, baths or pools and the water in them must comply with the requirements of the regulation governing minimum hygienic and other requirements for bathing water.

    A first-aid kit must be present in the room where activities of complementary and alternative medicine are performed, in accordance with the rules regulating the organisation, material and equipment for first aid at a workplace.

  • Activities of complementary and alternative medicine must be implemented in accordance with the requirements of regulations governing prevention of the emergence and spread of infectious diseases. Staff showing signs of an infectious disease must use safety and protective equipment when implementing activities of complementary and alternative medicine where the transmission of the infectious disease is possible. The provider must prepare instructions for the use of safety and protective equipment.

    The provider must ensure the implementation of good hygienic practice which includes:

    • meeting minimum technical requirements;
    • maintenance of equipment and tools;
    • cleaning; disinfecting;
    • waste management, and hand hygiene.

    Sterilisation must be ensured for the provision of good hygienic practice.

    The provider must collect and manage waste in accordance with the regulations governing waste management.

  • The provider must ensure that equipment and tools used for the implementation of complementary and alternative medicine meet the requirements prescribed. Equipment and tools must be technically flawless, regularly maintained and serviced as per the manufacturer’s instructions. The provider must use the equipment and tools in accordance with the manufacturer’s instructions and professional diligence.

    Equipment and tools which come in contact with blood and other body fluids during the implementation of complementary and alternative medicine must be sterile. A provider implementing the sterilisation of equipment and tools must prepare a sterilisation plan, which must include the following: what is being sterilised; when the sterilisation is being implemented; who is performing sterilisation; method of sterilisation; supervision of steriliser performance with chemical indicators and the method of steriliser maintenance. Chemical indicators must be used for the supervision of every sterilisation series of equipment and tools.

    Equipment and tools which come in contact with external parts of human body during the implementation of complementary and alternative medicine must be:

    • clean;
    • made of materials enabling suitable cleaning, maintenance and, if necessary, disinfection or sterilisation, and safe for users in the intended and regular use.
    When surfaces for sitting or lying come in direct contact with the user’s skin, single use covers are used during the implementation of complementary and alternative medicine. If towels are used during the implementation of complementary and alternative medicine, the provider must ensure clean towels for its clients.
