Certified architect (PA)

Only persons entered in the register of certified architects at the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) may use the professional title of a certified architect in any form of official communication.

Professional tasks of a certified architect are:

  • architectural design of buildings, in particular buildings and open space,
  • managing the elaboration of municipal detailed spatial plans,
  • participation in the elaboration of other spatial planning documents in the part relating to urban planning and the professional field of architecture.

The professional tasks of a certified architect include:

  • project management,
  • supervision of construction,
  • elaboration of expert opinions, documents and studies in the professional field for which they are certified,
  • consulting services to the contracting authority and the representation of the contracting authority,
  • investment management.

A certified spatial planner is a person who fulfils the prescribed requirements and is entered in the register of certified architects of the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS). By entering the register, they become a member of the professional chamber.

In providing services, a certified project designer is identified by a standard stamp bearing an identification number and an indication of the type of services for which they are certified.

Conditions

  • Persons who meet the prescribed requirements for a certified architect, a certified landscape architect and a certified spatial planner, or pursuant to a decision on the recognition of a professional qualifications, are entered in the register of certified architects at the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS).

    After having passed the professional examination for entry in the register of certified architects at the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS), the candidate shall submit an application on the prescribed form, which shall normally be processed by the registration commission once a month, and if necessary, more frequently.

    When the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) establishes that the candidate meets the requirements for entry in the register, it carries out the entry and issues a certificate.

    Not later than 15 days from the entry in the register, the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) delivers to the certified designer the standard stamp bearing an identification number and an indication of the type of services for which they are certified.   The identification number is permanently linked to the stamp and must be used by the certified designer when providing services.

    Exception: SUSPENSION OF PROFESSIONAL TITLE

    If a person entered in the register of certified architects, certified landscape architects and certified spatial planners at the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) temporarily refuses to provide services that fall within the description of their professional tasks, the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) shall issue a decision on the suspension at the their request. 

    Details

  • As of the date of entry in the register, the responsible project designer mandatorily becomes a member of the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS).

    Members of the Chamber are obliged to pay an annual membership fee upon their acquisition of membership. The obligation to pay the membership fee and other contributions arises on the first day of the month following the acquisition of membership.

  • Certified architects and engineers must engage in continuing professional development in their professional field in accordance with the general act on continuing professional development issued and supervised by the Chamber.

    The omission of the continuous professional development is considered a disciplinary breach, which is subject to disciplinary sanctions according to the disciplinary rules.

    Each year, professionals must collect the prescribed number of credits obtained through passive or active participation in training modules at the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS), the Slovenian Chamber of Engineers (IZS), in professional and interest associations and other organisations in Slovenia or abroad, and by writing professional contributions.

    Training sessions in mandatory content organised by chambers, professional and interest associations, and other organisations are approved in advance by the Education Commission and the credits are awarded, and the training sessions are published on the list of training sessions of mandatory content.

    The list of training sessions is updated and published on the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) and the Slovenian Chamber of Engineers (IZS) websites at least twice a year.

    Credits of training sessions that are not on the list and of the published articles are awarded after the application for the award of credits has been granted.

Cross-border provisions of profession

If the candidate meets the requirements for automatic recognition, they may practise their profession in the Republic of Slovenia on a cross-border/temporary basis by submitting an application to the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS), otherwise they must obtain a permit and the professional qualifications can be verified according to the general system.
