A person responsible for plant health protection and for the issuing of plant passports is a natural entity who is in charge of issuing plant passports and meeting the required obligations. This person must have professional training, which means that they have an appropriate education or suitable work experience and have completed training in plant health protection.
A person responsible for plant health protection may be:
- a keeper of plants and plant products themselves or
- a person who is in a regular employment or contractual relationship with the keeper and who performs and fulfils the obligations of registered keepers and the obligations arising from the issuing of plant passports on their behalf.
