A risk assessment can be performed only a person responsible for risk assessment. An individual must have adequate education and good knowledge in ecology and biology.

An individual must have a university education in the natural sciences.

In the past ten years, an individual must have published at least one scientific paper or two reviewed professional articles proving that their knowledge of the ecology and biology of the group of plants or animals for which the risk assessment will be performed.
