Professional worker for undertaking periodic inspections
A professional worker of periodic inspections pursues professional tasks in the field of conducing periodic inspections of harmfulness of the working environment. A legal person or individual sole trader may pursue professional tasks with such number of professional workers fulfilling the below stated conditions so that the professional tasks are carried out pursuant to the methodologies stated in the application.
A professional worker must be qualified to conduct professional tasks of safety at work and must constantly participate in education and training programmes as per the internal acts of the employer. The qualification to conduct professional tasks is evaluated in terms of the type of activity being pursued by the employer and according to the types and levels of risks of injuries at work, occupational diseases related to work and in terms of the number of employees.
A professional worker must have proper education, at least three years of adequate work experience and pass the whole professional examination in the field of safety and health at work.

Professional workers shall have at least the education of level VI/2 according to KLASIUS_SRV in the field of natural science and technical field.

Professional workers must have at least three years of work experience in the field of safety at work.

The professional exam comprises written and oral parts. The written part comprises a written assignment; the oral part comprises knowledge test and oral presentation of the written assignment. The programme of the professional exam is available on the website of the Ministry of Public Administration.
The oral part of the exam takes a maximum 60 minutes. A candidate is evaluated for the professional exam with the grade "successful" or "not successful". Candidates who have passed professional examination receive a certificate of passing professional examination, signed by the president of the exam commission.
Candidates can apply for the professional exam at the Ministry of Public Administration at least 45 days prior to the envisaged date for performing the professional exam, i.e. with the application form that can be sent in electronic form to e-mail: gp.mju(at)gov.si. The application form must also comprise the statement of the achieved level and type of education and the confirmation on advance payment.
Such application shall contain:
- name and surname of the candidate;
- candidate's personal identification number;
- candidate's permanent residence;
- phone/mobile phone number;
- fax, e-mail;
- title and name of the authority/organisation or company that applies the candidate (not required for candidates who pay for the exam);
- tax number of the authority/organisation or company that applies the candidate , or the payer's statement that the authority/organisation is liable for VAT under the law (yes, no) – title of finished school;
- level and type of education;
- job;
- total work period in years and work period in the field of safety and health at work in years;
- indication on the type of expert exam which you want to perform (professional exam in safety and health at work or general part of the professional exam in safety and health at work);
- the date of taking the exam;
- statement on the truthfulness of data.
A candidate who applies for taking the professional exam and fulfils the prescribed conditions, is notified by the ministry on the exam commission, the place and time of professional exam at least 15 days prior to the date of taking the exam.The Ministry of Public Administration manages the register of professional exams in electronic form; the data from the register are available to the ministry and the inspectorate.

According to the type of activity of the employer, the professional worker shall complete at least one training programme in the field of occupational psychology or promotion of health at the work post.
The goal of professional training and qualification of professional workers is to preserve and update the professional qualification for implementing the tasks, improving the quality of services in the field of safety and health at work, supporting professional and expert development of each professional worker in the field of safety and health at work as well as encouraging life-long learning for work.
The goal of the adapted training of employers is to ensure professional qualification for the implementation of tasks and for improving the quality of safety and health at work by actively implementing professional tasks.
Professional workers in the field of safety and health at work have the right and obligation to permanent professional training and qualification according to one of the following programmes:
- professional training programmes that upgrade, increase and extend the knowledge from the education programmes;
- training programmes that enable permanent professional development, updating knowledge, obtaining information on effective safety practices and efficient approaches;
- programmes which a professional worker attends in the Republic of Slovenia or abroad outside the system of programmes under the first two items, and fulfils the goals of professional training and qualification.
A participant may file an application with the competent minster to confirm the programme referred to in the third paragraph. The application for confirmation shall include the information on the programme bundle, information on target groups, topic with the definition of content, information on the lecturers or holder and the information on the place, time and duration of the programme.
The programmes of the adapted training of employers as professional workers last eight hours and comprise the following programme bundles in particular:
- review of regulations in the field of safety and health at work;
- risk assessment;
- providing information to workers;
- training of workers in safety and health at work;
- registration and record-keeping of documentation;
- prevention of psycho-social risks and;
- cooperation with the provider of occupational medicine.
By participating in programmes of professional training that provide a constant professional development, updating of knowledge, obtaining information on effective safety practices and efficient approaches and after completing all obligations from individual programme, the professional worker obtains the right to points which prove his qualification to carry out specific professional tasks.
The programmes are awarded points in the following way:
- training programmes lasting from 4 to 8 hours – 8 points;
- training programmes lasting from 8 to 16 hours – 12 points;
- training programmes lasting from 16 to 24 hours – 20 points.
Notwithstanding their duration, the programmes of professional training are awarded 50 points.
After the participant to the programme completes all obligations, the provider of the programme issues him the confirmation on participation at training.
