A responsible person for providing training for work with explosives or pyrotechnic products is a person who is appropriately educated, has at least five years of work experience, has passed the required professional exams and/or has obtained the required certificates.

Lecturers for individual professional topics must possess education that is obtained in accordance with study programmes for at least the first cycle or the level of education obtained in accordance with study programmes that correspond with education of at least the first cycle in accordance with law. It is considered that this condition is fulfilled even if the lecturer is a court expert in the professional topic.

Lecturers must have at least five years of work experience in the field on which they will lecture. A lecturer in the field of occupational safety and health must also have passed a professional exam in occupational safety and health.

Practical training for blasters can be provided by a person who has been issued with a certificate of the passed professional exam for a technical manager under the regulations governing mining, and who has a valid certificate of professional competence for work with explosives or pyrotechnic products.
Practical training for firework operators can be provided by a responsible person of a firework operator who has a valid certificate of professional qualification for work with explosives or pyrotechnic products.
Practical training for a destroyer of explosives or pyrotechnic products can be provided by a responsible person of a destroyer of explosives or pyrotechnic products who has a valid certificate of professional qualification for work with explosives or pyrotechnic products.
