Responsible person for the provision of training for safe handling of firearms
The responsible person for the provision of training for safe handling of firearms must meet the general conditions determined by regulations governing employment relationships, must be an adult, must have no public order concerns and must be responsible.

A lecturer on the topic of knowledge of the legislation referred to in Article 8 of these Rules must possess education that is obtained in accordance with study programmes for at least the first cycle or the level of education obtained in accordance with study programmes that correspond with education of at least the second cycle in accordance with the law.
A lecturer of the topic on providing first aid for gunshot wounds must possess at least a secondary occupational education under the Nursing educational programme, education obtained in educational programmes that correspond to the Nursing educational programme in accordance with the law, or secondary education and at least five years of work experience as a professional provider of first aid.
A lecturer on the topic of safe handling of firearms and an instructor for the practical part of the training must possess at least secondary education and a certificate from a registered shooting association, the police or the ministry in charge of sport that they are an active expert in sport shooting or a shooting instructor or an active sport shooting referee and have the appropriate knowledge of the operation and handling of various types of firearms.

The responsible person of the legal entity and the entrepreneur and individuals employed by them who directly handle firearms and ammunition must be at least 18 years old.

Persons who perform individual work with firearms for a legal entity or entrepreneur must have no public order concerns.
Public order concerns exist if the individual is convicted by a final judgement of committing a premeditated criminal act involving violence that is prosecuted ex officio, or for committing a criminal act of trafficking in human beings or unlawful manufacture and trade in narcotic drugs, illicit substances in sport and precursors to manufacture narcotic drugs.

Knowledge of handling firearms is proven by a certificate of a passed test. The minister in charge of internal affairs determines the training providers. The training programme on handling firearms and the method and procedure of a test of firearms handling knowledge are determined by the Rules on training and firearms handling examinations.
The costs of the test are paid by the individual.
It is considered that an individual has passed a test of firearms handling knowledge if they have passed a test in accordance with the regulations governing the carrying of firearms in state bodies, if they are a hunting trainee who is a member of a hunting club and submits a certificate of a passed test of firearms handling knowledge in accordance with the regulations governing hunting, if they have passed the hunting test or if they are a security guard who has passed a test of firearms handling knowledge in accordance with the regulations governing private security and on the mandatory organisation of a security service.
