Scientific associate
Scientific associates perform a scientific research programme.
Their titles are:
- scientific councillor,
- higher scientific associate,
- scientific associate.
Scientific associates with the exception of scientific councillors receive their title for a five-year period. Scientific councillors receive their title permanently. Candidates can be elected to win titles for areas as determined by the higher education institution. A candidate can receive a title for one or several areas of work.
A candidate can receive a title with appropriate education and verified pedagogical abilities and if they fulfil other conditions determined in the Minimum standards for election of titles of higher education teachers, scientific workers and higher education associates at higher education institutions.

Candidates show their competence for expert work with documented publications of scientific and professional work, documented research and professional achievements, documented participation in scientific and professional projects, granted patents and other documented achievements that are considered evidence of originality and quality in individual professions.
Competence for artistic work is proven by documented public or publicly accessible renditions of copyright works, public or publicly accessible presentations or publications of artistic works and other documented achievements that are considered evidence of originality and quality in individual artistic fields.

Applicants must have verified teaching skills.
Candidates for election to the titles of a scientific worker, expert adviser, senior expert, expert, librarian and teaching assistant do not need to show their teaching competences for first election.
Teaching skills of persons to be elected to title “higher education lecturer” for the first time are shown with a test lecture.
Each time higher education lecturers and higher education workers are elected to a more senior title or re-elected, they must submit the opinion of the students' representative council which is based on the results of a survey among students or other instruments for the verification of teaching work.
Elements of the assessment of teaching competence of candidates for election to title are:
- comprehensibility and systematic approach to lectures, exercises, seminars, consultations and tests of knowledge;
- successful mentoring with diplomas, specialisations, master's degrees, doctor's degrees, and life-long and other post-graduate education;
- mentoring exchange students and student research work;
- attitude to students;
- promotion of scientific, artistic, teaching and professional work;
- preparation, professional, pedagogical and methodical or didactic value of teaching aids, study materials and textbooks, development of laboratories or other specialised units that support the teaching process;
- evidence supported pedagogical training according to general programmes of pedagogical training or individual programmes of the higher education institution.

Active knowledge of at least one widespread foreign language is proven with evidence from the institution competent for the issue of such certificates or with an international certificate on knowledge of a certain language.
Candidates for election to title who have graduated or received their master's or doctor's degree at a foreign university on the basis of a programme that was carried out in one of widespread foreign languages, and have written their graduate paper, master's thesis or doctoral dissertation in that language do not have to submit evidence of active knowledge of the widespread foreign language.
Knowledge of the widespread foreign language must only be proven upon the first election to title.

The criteria for election to titles “higher education lecturer”, “scientific worker” and “higher education worker” are determined by the Senate of the higher education institution in accordance with the law. The criteria in higher education institutions that are members of a university are determined by the Senate of the university.
In accordance with the law and the criteria for election, procedure of election to titles “higher education lecturer”, “scientific worker” and “higher education worker” is regulated in more detail by the statute of the higher education institutions.
