Decision on study programme accreditation
A higher education institution must submit an application for acquiring the study programme accreditation decision at the competent authority.
After receiving the complete application, the council of the Slovenian Quality Assurance Agency for Higher Education (hereinafter referred to as the Agency) appoints a group of experts.
In the case of first study programme accreditation, the group of experts inspects the premises where the higher education institution will implement the study programme if this is required for a compete establishment of the current situation.
The Agency council decides on the first study programme accreditation within three months after the expiry of the deadline for sending comments to the report of the group of experts.
The report on fulfilling the criteria for the first study programme accreditation is sent to the council of the Agency and the applicant for potential comments. The applicant can send comments within one month from receipt of the report.
In the first accreditation procedure, the Agency's council can:
- award the accreditation of the higher education institution or study programme for seven years;
- reject the application for the higher education institution or study programme accreditation.
In case of rejection of the application for the study programme accreditation, the higher education institution can once again submit the application for the first accreditation of the study programme after one year from the submission of the Agency council's decision.
Study programmes for teacher education must also fulfil the conditions determined in the Study programme accreditation criteria for teacher education.

The structure and content of study programmes must comply with the conditions prescribed in the Criteria on accreditation of higher education institutions and study programmes.

The first accreditation of study programmes takes into account the fields of assessment that are determined for the first accreditation of a higher education institution and stated in the first paragraph of Article 7 of the Criteria on accreditation of higher education institutions and study programmes.
The difference is that study programmes in certain fields are only assessed on the basis of individual criteria such as:
- integration in the environment (Article 8);
- operation of a higher education institution (Article 9: items 5 - 9);
- personnel (Article 10: items 1 and 2);
- students (Article 11: items 1 and 2);
- material conditions (Article 12: items 1, 2, 5 and 6);
- ensuring quality, innovation and development orientation (Article 13).
The criteria referred in the previous paragraph must be met by a higher education institution, not the founder like in the case of the first accreditation of an institution.
Common study programmes are study programmes for the acquisition of education adopted by a higher education institution and carried out with one or several higher education institutions from Slovenia or other countries.
The criteria for the first accreditation of a study programme apply mutatis mutandis to the accreditation of common study programmes.

The following additional criteria apply to the assessment of common study programmes:
- foreign higher education institutions that will participate in the implementation of common study programmes are accredited or suitably acknowledged in the country where they operate, and have initiated the procedure for the accreditation of a common study programme or its recognition.
- Cooperation of higher education institutions in the implementation of common study programmes is defined according to the Criteria on accreditation of higher education institutions and study programmes, especially in terms of the basic objectives of programmes, the enrolment of students, the course of studies, the language of instruction, learning outcome and the conclusion of education, and self-evaluation.
- The shares of study programmes carried out by higher education institutions in Slovenia is suitable and justified in terms of their contents and implementation.
The implementation of common study programmes is defined by higher education institutions in special agreements.
