Permit for the provision of training for safe handling of firearms
Training providers can be legal entities and sole proprietors who meet the personal, spatial/technical and personnel conditions, define the training programme in accordance with these Rules and obtain a permit from the Ministry of the Interior.
The training provider must publish the dates and locations of the training on its website, i.e. indicate that the training of candidates will take place online. If the training of candidates is carried out online, the training provider must provide the inspectorate in charge of internal affairs with a link to the training at its request.
The provider issues a certificate of the completed training to a candidate that is attached to the application for a test of firearms handling knowledge. The certificate must contain:
- the name and address of the training provider,
- the name, surname and address of the candidate,
- the period of training,
- the number of hours of theoretical and practical training completed by the candidate and
- the date of the issuance of the certificate.
The issuance of a permit for the provision of training for safe handling of firearms is tied to the fulfilment of the required conditions; in addition, the responsible person of the legal entity or sole proprietor must be an adult, must have no public order concerns and must be responsible.
Revocation of permit
If the training provider no longer meets the required conditions, the ministry's permit will be revoked.
The permit is also revoked if it is determined during the inspection that the training provider no longer meets the conditions. The inspector sets a deadline within which the training provider must ensure compliance with the required conditions.
If the training provider does not fulfil the required conditions within the specified period, the competent inspectorate submits a proposal to the ministry to revoke the permit, and the ministry revokes the permit if it finds that the training provider does not meet the conditions referred to in the preceding paragraph.

The responsible person for the provision of training for safe handling of firearms must meet the general conditions determined by regulations governing employment relationships, must be an adult, must have no public order concerns and must be responsible.

The training programme includes a theoretical and practical part of the training:
- the theoretical part of the training consists of at least ten teaching hours,
- the practical part of the training consists of at least five hours of teaching hours.
The training provider must provide a training programme in the above-mentioned scope and define the manner and methods of training and the timetable of the training by the required sets or topics included in the theoretical and practical parts of the training.

The classroom must be functionally equipped to enable undisrupted learning for adults, or hardware and software for remote training, if the manner and methods of the training as defined in the training programme enable this.
The following spatial and technical conditions must also be met for the training:
- at least 1.5 m² of workspace available for each candidate in the classroom, and at least 3 m² of workspace for the lecturer, and the size of the classroom must not be less than 20 m².
- the classroom must be equipped with optical media and teaching aids and office equipment that enables the lecturer and students to be involved in the learning process without disruptions.
- the training provider must have a civilian shooting range or a contract on the lease of a civilian shooting range and
- at least five pieces of different types of short-barrelled firearms and at least three pieces of different types of long-barrelled firearms.

Where and how to apply
The application is sent to the Ministry of the Interior.
Attachments
- Proof required by the Ministry of the Interior (for example, a training programme)
- Proof of a civilian shooting range or a contract concluded with a civilian shooting range so that it can be used for training
- Proof of suitability of lecturers and agreement(s) on cooperation with the training provider
- Proof of the entry of firearms in the firearm ownership certificate, and the training provider must have at least five pieces of different types of short-barrelled firearms and at least three pieces of different types of long-barrelled firearms
Procedure costs
An administrative fee of 22.60 EUR is paid for the application and permit in accordance with tariff numbers 1 and 3 of the Administrative Fees Act on the account:
