Verified veterinary organisation
Verification happens when the commission of the Slovenian Veterinary Chamber establishes whether a veterinary hospital or organisation fulfils all HR, spatial, technical conditions and conditions regarding equipment for a specific form of organisation.
The veterinary hospital/organisation must file a request for verification at the Slovenian Veterinary Chamber.
Fifteen days before the verification procedure, the Chamber notifies the applicant on the time and structure of the three-member commission.
The verification procedure encompasses:
- A review of HR documentation (employment contract, M1/M forms – registration of health, pension and disability insurance);
- A review of operating permit;
- A review of maintenance documentation, calibration of equipment and electrical voltage measurements and spatial illumination;
- A review of documents on the removal of harmful medical waste and cadavers;
- A review of rooms;
- The preparation of minutes;
On the basis of the minutes and the commission's opinion, the executive director issues a decision on the completion or non-completion of determined conditions within 30 days.
Conditions

Conditions for premises:
- a room of appropriate dimensions which cannot be exposed to direct sunlight; if it is exposed, the windows must be screened;
- the room has to provide natural or artificial ventilation;
- windows and doors must be secured in case of burglary;
- floor must be watertight.
Conditions for equipment in the premises:
- shelves, cooler with thermostat;
- special metal case with lock for medicines with psychotropic and narcotic side-effects;
- the key for the lock should be kept by the responsible veterinarian who manages the records in accordance with the regulations on the production and use of prohibited drugs;
- coolers and the room itself should be equipped with thermometers with ranges from -10 to +30°C and a hygrometer;
- other equipment by type and scope of services.
Conditions for the transportation of medicines and chemicals:
- in the vehicle in which they are transported, medicines must be kept in special heat isolated cassettes or cases which can be cleaned;
- medicines must be distributed and separated by groups;
- in the case of transportation of medicines that have to be kept at a temperature between +2 to +8 °C, the vehicle must be equipped with a cooler and thermostat and a battery connection;
- in order to transport medicines with psychotropic and narcotic side- effects as well as chemicals, the vehicle must be equipped with an attached metal case that can be locked.

Responsible persons – a veterinarian is responsible for handling drugs.
Only the responsible veterinarian has the key to a metal case that contains medicines with psychotropic and narcotic side-effects.
The responsible veterinarian must keep records in accordance with the regulations on the production and handling of prohibited drugs.

A veterinary hospital should be equipped as follows:
- stable for large animals or room (for recovery) for pets;
- food and feeding equipment storage room;
- disposal facility for animal excrements, in accordance with regulations on manure facilities and cesspits;
- equipment for moving animals which are unable to move by themselves, so that unnecessary suffering is prevented.

A stableman takes care of animals that are treated at a veterinary hospital (feeding, cleaning the animals and stables etc.).
All persons that have direct contact with animals must have a fundamental knowledge of diseases.
Legal basis

The facilities of a veterinary organisation, excluding offices, should be arranged so that:
- it is clearly visible which premises are working premises and which are residential premises; they must be well-cleaned and disinfected;
- floors and walls to the ceiling must be made from material that can be wet cleaned and disinfected;
- facilities must be, with regards to the animal type, contents and scope of work, of appropriate size, illuminated, airy, dry and appropriately heated and cooled;
- all working premises must be illuminated with natural and artificial light, especially where animals are examined, min. 550 lux;
- other premises must have illumination of min. 300 lux;
- supplementary premises must have illumination of min. 110 lux;
- all premises and other surfaces which can be a source for spreading infectious diseases and other substances that could endanger the environment must be regulated so that the animals are separated, so that they can be wet cleaned and disinfected, and the spread of infectious diseases prevented. The premises must have a separate entrance.

- at the same time, the spread of infectious diseases and harmful substances must be prevented;

- premises used for examining and treating animals and packing and sending off materials taken from examinations must have a work desk with appropriate illumination and a case for storing instruments and tools;
- the laboratory must provide as many work surfaces as required to enable undisturbed work;
- Close to all workplaces, except in offices, wash basins with hot/cold water and washing and hand disinfectant must be provided;
- in extraordinary situations a veterinary organisation, except veterinary clinic A, must be able to connect to its own supplementary source of energy;
- a veterinary organisation must have a list of equipment and precise specifications;
- a veterinary organisation must ensure the regular maintenance, testing and calibration of equipment and manage appropriate documentation, which has to be kept for three years;
- a veterinary organisation must have appropriate equipment relating to the registered activity, type and scope of services which it intends to perform;
- waste produced during veterinary activity must be collected and disposed of in accordance with the regulations on waste management

The tasks of a veterinarian are to protect and improve the health of animals, protect animals from contagious and other diseases, establish, diagnose and treat sick animals.

- a room for veterinarians and their assistants with office equipment and record keeping equipment,
- a reception room and waiting room for clients and animals,
- a room for examining, treating animals and surgeries,
- a room for packaging and despatching materials taken for examinations,
- a room for washing and sterilisation,
- a room or equipment of the storage of medicines and medical devices,
- a room or place for performing basic laboratory examinations,
- a room (washing room with shower) and wardrobe with lockers for ordinary and working clothes,
- toilets (separate for veterinary clinic staff and clients),
- an isolation room for pets with skin diseases,
- a room and equipment for storing dead animals (cooling chamber).

- supplementary premises: a room for medicines and medical devices storage, room or office for veterinaries and their assistants, including a library and archive room, dressing room, sanitary facilities;
- recovery premises: appropriate room with consideration for the recovery of animal species after surgery, intensive care unit with controlled oxygen, moisture and heat supply,
- an isolation room for small animals,
- premises and equipment for the storage of dead animals;

- a room for a veterinarian, his/her assistant and veterinary documentation with equipment for record keeping,
- sanitary facilities,

A veterinary clinic that performs the activity of meat processing should have the following rooms:
- for packaging and despatching materials taken for examinations,
- for washing and sterilisation,
- a room or equipment for storing medicines and medical devices,
- a room for a veterinarian, his/her assistant and veterinary documentation with equipment for record keeping,
- and sanitary facilities.

- at the same time, the spread of infectious diseases and harmful substances must be prevented;

A veterinary clinic in an insemination centre should be equipped as follows:
- a room for taking semen;
- a room for the preparation of dissolution;
- a room for establishing insemination conditions and hygienic conditions of the semen;
- a room for cleaning, preparing and storing tools for taking semen and equipment sterilisation;
- a room for 30-day isolation of semen which is not necessarily at the same location;
- a room for storage, sending and submitting semen for transport, which is not necessarily at the same location;
- a room for liquid nitrogen reserves (insemination centres, where this nitrogen is used for conserving semen) or external liquid nitrogen reservoir (tower cistern);
- room for medicines and storing consumable materials (closet, cooler);
- a room for laboratory, packaging and sending off taken materials;
- a room for veterinarians and their assistants and documentation;
- sanitary premises.
For each breeding animal, the facility should dispose of special tools for taking semen. Tools are kept in a special drawer. The room for taking semen should be at least 40 m2 large for taking bull's semen and at least 10 m2 for taking the semen of boars, rams or he-goats. The room also has to have a stand for taking semen and a protective fence for people, which prevents the risks for injuries to people and animals. The floor of the stand must be made of rough asphalt, rubber or any other non-sliding material which can be cleaned and disinfected.
The room for establishing insemination condition and hygienic condition of the semen as well as for disinfection and packaging semen must be air-conditioned, thus ensuring room temperatures between 18 and 22 °C. Windows must have shutters. The clinic must have equipment for performing the mentioned activities in accordance with the regulation of health appropriateness and systematic tests of breeding animals, animal semen, ova and embryos.

Conditions for premises:
- a room for examining and treating animals,
- a room for packaging and despatching the taken materials,
- a room for washing and sterilisation;
- a room for keeping medicines and medical tools (sanitary material);
- a room for a laboratory;
- a room for cleaning, preparing and keeping tools for semen taking;
- a room for semen taking or special room in the stall for this purpose;
- a room for storage, despatching and submitting semen, and for the storage of consumable materials used in insemination;
- a room for liquid nitrogen reserves;
- room for veterinary workers and documentation;
- sanitary facilties (toilet, shower and wardrobe closets for working and other clothes),
- which must be regulated in such a manner that the entry and transmission of infectious diseases is prevented.
Conditions for equipment:
- for handy establishment of insemination conditions and sanitary compliance of semen;
- considering the scope of work, the minimum number of sets for sending materials to andrological and diagnostic laboratories;
- necessary instruments for work and other equipment for drawing blood, taking semen, smears (artificial vaginas and prepuces of animals) and other material;
- for cleaning and disinfecting instruments, equipment and rooms;
- for dry and wet sterilisation and all required means for disinfection;
- for providing first veterinary aid.

A veterinary assistant is a natural entity who under the supervision of a veterinarian performs individual veterinary services such as:
- protective vaccination according to the veterinarian's instructions; application of drugs according to the veterinarian's instructions;
- drawing blood, milk and faeces for laboratory testing and performing technical part of the test for typhus avium;
- drawing samples and performing trichinoscopy;
- inseminating animals and keeping insemination records;
- distributing drugs and medical devices for the use in veterinary medicine according to the veterinarian's instructions;
- preparation of disinfectants and insecticides, and performing disinfection, disinsection and deratisation according to the veterinarian's instructions;
- taking semen and preparing insemination dosages under the veterinarian's supervision;
- laboratory examinations of semen for reproduction capacity;
- various veterinary services such as the castration of pigs and correction of hoof, dehelmentisation and ferminisation of pigs;
- performing routine laboratory examinations and services under the veterinarian' supervision;
- routine parasitological examinations, keeping records and documents according to the veterinarian's instructions;
- assistance at surgeries and the preparation of surgical instruments;
- animal labelling - chipping, numbering.
A veterinary assistant must have appropriate education (veterinary technician or livestock-veterinary technician); if the assistant does not have the appropriate education, s/he should acquire the appropriate knowledge by attending training in accordance with the programme prepared by the Veterinary Faculty of the University of Ljubljana in agreement with the Veterinary Administration and the Veterinary Chamber.
A veterinary organisation can employ a veterinarian instead of a veterinary assistant with regards to the nature and scope of work.
