Work permit
The work permit is issued for social care service or a form of such service as is determined in the rules in the field of social care and creates a content-related whole. The permit is issued by the competent authority.
For the acquisition of the permit and the entry in the register of providers of social care services, the applicant must fulfil the prescribed conditions with regard to status and registration, premises, equipment and staff, they must be financially and commercially able to perform the service and obtain the positive opinion of the Social Chamber of Slovenia.
The application with attached evidence is filed at the competent ministry. In their application, the applicant must indicate the service they want to perform, and data that show their identity (e.g. company name, title and head office).
A professional commission, appointed by the minister, competent for social care, establishes the fulfilment of conditions for the performance of the service.
In the case that the applicant starts operating in the year when the application for the issue of the work permit was filed, the last annual report and auditor's report do not have to be attached to the application.
If the attached last balance sheet indicates a loss, it must be covered until the issue of the decision on the entry in the register.

The providers of social security services shall fulfil the following conditions:
- they are a legal entity in the Republic of Slovenia, registered for performing activities subject to the issue of the work permit, they are a subsidiary of a foreign legal entity that performs this activity, entered in the registered in the Republic of Slovenia,
- or they are a natural entity registered in the register of companies in the Republic of Slovenia.

The Social Chamber of Slovenia issues an opinion within 30 days from the receipt of the completed form.
Opinions are acquired according to the method of analysis, comparison and synthesis of the data and content of the documentation.
The foundations in searching for information are the prepared criteria of the suitability of the programme focused on:- description of the programme of the social security activity/service and suitably defined starting points of the programme,
- suitably defined target group of users,
- organisation of work with users and role of users in planning and implementation of the activity; principles of good practice- ethics for working with users,
- professional qualification and adequate personnel in terms of the content of programme and target group of users,
- basic spatial and other capacities of the applicant relevant for the implementation of the content of the applied programme,
- ways of evaluation of activities,
- history of the programme and past impacts of work,
- interconnection of the programme with other programmes and suitable network of social security activities,
- training of providers and supervision,
- keeping of records and protection of personal data.

Social servicing can be carried out by professional workers with minimum secondary vocational or professional education who are training for social care or health care, or workers with acquire national vocational qualification for the performance of social care at home and performed training according to the certified social care programme. The programme is verified by the Social Chamber of Slovenia.
The service norm is not determined.

The candidate for the acquisition of permit to pursue social security services shall be financially and commercially able to perform the service.

- Projection of financial operations for at least two years, including the explanation of items
- Last annual report which must include audited last financial statements even if the applicant is not liable for auditing
- Auditor's report on financial statements referred to in the previous indent, including the opinion of a certified auditor
- Information on loans taken to construct or reconstruct the facilities or premises to provide the service
- Information on potential mortgages and other real rights on these facilities or premises; Information on other potential liabilities

A provider of social care at home pursues social services.
An individual must acquire the national vocational qualification to implement social care at home and complete the training according to the verified social care programme. The programme is verified by the Social Chamber.

The candidate for the implementation of social security services shall not be prohibited to pursue the activity or profession, meaning that:
- the holder of the activity or the head of the services has not been prohibited from practising the profession or
- that the legal entity has not been prohibited from pursuing the activity with a final court decision.

Positive opinion of the Social Chamber of Slovenia

The service manager – provider can only be a professional worker who fulfils the prescribed conditions with regard to education and work experience for the performance of assistance for the home.
Co-providers can also be professional workers or professional co-workers who fulfil the prescribed conditions with regard to education and work experience.
The average annual requirement of the service per one professional worker – service manager is 50 services, and 60 services for the co-provider of the service.
Such requirement is increased by an appropriate share of administrative tasks according to the following criterion:
- one worker with secondary education per 30 service providers,
- one worker with short-cycle higher education per 40 service providers.
The implementation of services is organised according to the following criterion: one service manager and one co-provider of service per 10,000 families.Evidence

The management of the service of family assistance for the home may be implemented only by professional workers in the social security who fulfil the conditions related to the education and work experience.
Professional workers and professional assistants are obliged to regularly participate in education and training programmes.
Professional workers are voluntarily integrated in the Social Chamber.

Social security services are pursued by professional workers and professional assistants.
Professional assistants in social security are workers who pursue individual social security services and have finished:- social programmes of education (higher education, high education or university education) and completed the traineeship and passed professional examination in the field of employment, education, health care, justice and public administration and have adequate professional references and work experience in the field of social security or
- other education programmes, or who acquired adequate vocational qualification and usually implement individual tasks and jobs through the direct work with the users of social security services or activities and who have proved their qualification for professional work.
Professional workers and professional assistants are obliged to regularly participate in education and training programmes. -
The candidate for the implementation of social security services shall not be prohibited to pursue the activity or profession, meaning that:
- the holder of the activity or the head of the services has not been prohibited from practising the profession or

Professional worker – special educational needs teacher performs services for 20 beneficiaries, social worker or psychologist performs services for 85 beneficiaries.
The service is organised according to the principle: one special educational needs teacher per 60,000 or social worker and psychologist per 240,000 people.

The service can be performed only by professional workers who fulfil appropriate conditions for performing first social aid activity with regard to education, work experience, who have performed apprenticeship and a professional examination in the field of social security.
The average monthly requirement per one professional worker is 130 performed services.
Such a requirement is increased by an appropriate share of administrative tasks according to the following criterion:
- one worker with secondary education per every 30 professional workers who directly perform the service,
- one worker with 4th education level per every 40 professional workers who directly perform the service.
The implementation of services is organised according to the following criterion: one professional worker per 25,000 people.Evidence

The personal social assistance in the form of consultations is implemented only by professional workers who fulfil the prescribed conditions related to the education and work experience, have completed traineeship and passed professional examination in the field of social security.
Personal assistance in the form of arrangement and management can be performed by professional workers and professional co-workers.
The average annual norm of the service per one professional worker is 50 services of counselling, 45 services of arrangement and 40 services of management.
Such requirement is increased by an appropriate share of administrative tasks according to the following criterion:
- one worker with secondary education per every 20 professional workers who directly perform the service and
- one worker with 4th education level per every 30 professional workers who directly perform the service.

The Social Chamber of Slovenia issues an opinion within 30 days from the receipt of the completed form.
Opinions are acquired according to the method of analysis, comparison and synthesis of the data and content of the documentation.
The foundations in searching for information are the prepared criteria of the suitability of the programme focused on:- description of the programme of the social security activity/service and suitably defined starting points of the programme,
- suitably defined target group of users,
- organisation of work with users and role of users in planning and implementation of the activity; principles of good practice- ethics for working with users,
- professional qualification and adequate personnel in terms of the content of programme and target group of users,
- basic spatial and other capacities of the applicant relevant for the implementation of the content of the applied programme,
- ways of evaluation of activities,
- history of the programme and past impacts of work,
- interconnection of the programme with other programmes and suitable network of social security activities,
- training of providers and supervision,
- keeping of records and protection of personal data.
Documentation and data in the written form and on the compact disc shall be submitted to the Social Chamber for the issuing of the opinion.Evidence

Social care at home is carried out by professional workers, professional co-workers and lay workers.
The first part of the service is managed by a professional worker. Service management, coordination of service providers and their guidance, cooperation with beneficiaries in the realisation of the agreement and in cases of complicated life situations of beneficiaries, work is performed by a professional worker with minimum higher education.
The second part of the service (service management, coordination of service providers and their guidance, cooperation with beneficiaries in the realisation of the agreement and in cases of complicated life situations of beneficiaries) is performed by a professional worker with minimum higher education.
Lay workers and other workers can carry out individual domestic chores and the assistance in preserving social contacts under the mentorship of a professional worker, i.e. based on an employment contract or on other legal basis.
Service requirement:
the service is carried out in two parts.
The first part of the service: establishing eligibility, the preparation of the agreement on service performance, organisation of key environment members and initial meeting – 1 professional worker per 200 beneficiaries who have a concluded agreement with the service provider. This requirement is calculated per average number of beneficiaries per month.
The second part of the service:
- service management, coordination of service providers and their guidance, cooperation with beneficiaries in the realisation of the agreement and in cases of complicated life situations of beneficiaries – 0.5 professional worker or co-worker per 20 direct care providers. If the direct care provider cares in average for more than 5 users, the requirement of 0.55 professional worker or co-worker per 20 direct care providers can apply.
- Direct service provision at the home of the beneficiary – 110 hours of effective work (yearly) per month in average. If there are special features related to the settlement (scattered users, access to users etc.) or if beneficiaries need special treatment, the average number of effective hours per month can deviate by a maximum of 10 %.

The candidate for the acquisition of permit to pursue social security services must be financially and commercially able to perform the service.

A provider of social security services must employ a professional manager who fulfils the conditions prescribed for the director of the social security institution.
If the provider of social security services is a private entity – natural entity – he must fulfil only the conditions prescribed for the professional manager.

Social security services are pursued by professional workers and professional assistants.
Professional workers are workers who acquired a suitable level of education or who have obtained adequate work experience, traineeship and passed professional examination to work in the field of social security.
Professional workers and professional assistants are obliged to regularly participate in education and training programmes.
Professional workers are voluntarily integrated in the Social Chamber.

Social security services are pursued by professional workers and professional assistants.
Professional assistants in social security are workers who pursue individual social security services and have finished:- social programmes of education (higher education, high education or university education) and completed the traineeship and passed professional examination in the field of employment, education, health care, justice and public administration and have adequate professional references and work experience in the field of social security or
- other education programmes, or who acquired adequate vocational qualification and usually implement individual tasks and jobs through the direct work with the users of social security services or activities and who have proved their qualification for professional work.
Professional workers and professional assistants are obliged to regularly participate in education and training programmes. -
The candidate for the implementation of social security services shall not be prohibited to pursue the activity or profession, meaning that:
- the holder of the activity or the head of the services has not been prohibited from practising the profession or
- that the legal entity has not been prohibited from pursuing the activity with a final court decision.

The providers of social security services shall fulfil the following conditions:
- they are a legal entity in the Republic of Slovenia, registered for performing activities subject to the issue of the work permit, they are a subsidiary of a foreign legal entity that performs this activity, entered in the registered in the Republic of Slovenia,
- or they are a natural entity registered in the register of companies in the Republic of Slovenia.

Social servicing can be carried out by professional workers with minimum secondary vocational or professional education who are training for social care or health care, or workers with acquire national vocational qualification for the performance of social care at home and performed training according to the certified social care programme. The programme is verified by the Social Chamber of Slovenia.

A provider of social care at home pursues social services.
An individual must acquire the national vocational qualification to implement social care at home and complete the training according to the verified social care programme. The programme is verified by the Social Chamber.

- the holder of the activity or the head of the services has not been prohibited from practising the profession or
