Responsible person for the destruction of explosives or pyrotechnic products
A responsible person for the destruction of explosives or pyrotechnic products is an individual with appropriate professional competences. Individuals who perform individual work with explosives or pyrotechnic products for a legal entity or entrepreneur must meet the following conditions:
- at least 18 years of age,
- no public order concerns,
- professional competence,
- medically fit,
- displaying basic knowledge of the Slovenian language.
Conditions

A person responsible for the destruction of explosives or pyrotechnic products is an individual with appropriate professional competences. This is proven with a certificate of professional competence for work with explosives or pyrotechnic products. A test of professional competence for work with explosives or pyrotechnic products is performed before an expert commission.
It can be performed by an individual who is at least 18 years old and has no public order concerns.
The candidate registers for a test of competence themselves or is registered by the legal entity or entrepreneur with which they are employed, on the form from Appendix 6, which is an integral part of the Rules on the qualification for handling explosives or pyrotechnic products. The application form is sent to the Ministry of the Interior. The application is published on this link.
A candidate who applies for a test of competence for the destruction of pyrotechnic products for the first time must attach to the application form a report on the successfully completed practical work or a certificate of participation in the performance of at least ten fireworks. The certificate is issued by the responsible person of the legal entity or entrepreneur with whom the candidate participated in the performance of the fireworks. The certificate shall be accompanied by reports on the performed individual fireworks prepared in accordance with the Rules on lighting fireworks.
A candidate who applies for a test of competence for the destruction of explosives for the first time must attach to the application form a report on the successfully completed practical part of training, which is compiled by a person who has been issued a certificate of the passed professional exam for a technical manager under the regulations governing mining, and who has a valid certificate of professional competence for work with explosives or pyrotechnic products.
The costs of the test of competence are paid by the applicant. The costs of a test of competence for blasting works amount to 125.19 EUR, for the performance of fireworks EUR 125.19 and for the destruction of explosives or pyrotechnic products 125.19 EUR. People who perform individual work with explosives for a legal entity or entrepreneur must have no public order concerns.
Public order concerns exist when an individual is convicted by a final judgement of committing a premeditated criminal act involving violence that is prosecuted ex officio. For individuals, public order concerns also exist if they are sentenced by a final decision for a minor offence against law and order involving violence.

People who use subclass 1.1 or 1.2 explosives, or destroy explosives or pyrotechnic products must be medically fit.
A medical certificate is issued by a medical institution authorised to carry out medical examinations under the regulations governing carrying of weapons.
Medical examinations can be performed by medical institutions that employ occupational medicine specialists or private occupational medicine specialists who are authorised to perform medical examinations to determine the medical capacity to possess or carry weapons.
A medical certificate issued by an authorised physician is valid for one year.

People employed by a legal entity or entrepreneur who are responsible for the correct use of explosives must demonstrate at least basic knowledge of the Slovenian language. This is proven by a certificate of education in the Slovenian language in the Republic of Slovenia or by proof of a passed test of knowledge of the Slovenian language at the basic level under a publicly approved programme.
